Chapter 16.5. Planning |
| § 16.5-1. Purpose and intent. |

This chapter is enacted to carry out the purpose and intent of, and exercise the authority set out in, the Local Government Comprehensive Planning and Land Development Regulation Act, F.S. §§ 163.3161 through 163.3215 and F.S. ch. 166, as amended. |

The revised version of the comprehensive plan for Lake Wales, Florida, shall be entitled "The City of Lake Wales Comprehensive Plan." |

The city adopts as its plan the goals, objectives and policies report submitted to the department of community affairs of the State of Florida as amended by the city response to the department's objections, recommendations, and comments. This composite report is attached to this chapter as Exhibit A and is incorporated as a part of this chapter. |

| § 16.5-4. Elements of the plan. |

The city comprehensive plan includes the following elements: (1) The future land use element of the comprehensive plan is hereby adopted to include: a. The text attached hereto as Exhibit A and incorporated herein by reference: 1. Goals, objectives and policies, and any specifically incorporated appendixes, tables, or exhibits. 2. Plan implementation requirements. b. Future land use map. (2) The traffic circulation element of the comprehensive plan is hereby adopted to include: a. The text attached hereto as Exhibit A and incorporated herein: Goals, objectives and policies, and any specifically incorporated appendixes, tables, or exhibits. b. Future traffic circulation map. (3) The housing element of the comprehensive plan is hereby adopted to include the text attached hereto as Exhibit A and incorporated herein: Goals, objectives and policies, and any specifically incorporated appendixes, tables, or exhibits. (4) The sanitary sewer, solid waste, drainage, potable water, and natural groundwater aquifer recharge element of the comprehensive plan is hereby adopted to include the text attached hereto as Exhibit A and incorporated herein: Goals, objectives and policies, and any specifically incorporated appendixes, tables, or exhibits. (5) The conservation element of the comprehensive plan is hereby adopted to include the text attached hereto as Exhibit A and incorporated herein: Goals, objectives and policies, and any specifically incorporated appendixes, tables, or exhibits. (6) The recreation and open space element of the comprehensive plan is hereby adopted to include the text attached hereto as Exhibit A and incorporated herein: Goals, objectives and policies, and any specifically incorporated appendixes, tables, or exhibits. (7) The capital improvements element of the comprehensive plan is hereby adopted to include: a. The text attached hereto as Exhibit A and incorporated herein: Goals, objectives and policies, and any specifically incorporated appendixes, tables, or exhibits. b. Schedule of capital improvements. c. Procedures for annual monitoring and evaluation. (8) The historic preservation element of the comprehensive plan is hereby adopted to include the text attached hereto as Exhibit A and incorporated herein: Goals, objectives and policies, and any specifically incorporated appendixes, tables, or exhibits. |

| § 16.5-7. Applicability and effect. |

The applicability and effect of the comprehensive plan shall be as provided by the Local Government Comprehensive Planning and Land Development Regulation Act, F.S. §§ 163.3161 through 163.3215, and this chapter. |
